non-Fuel pages in site structure

Is it possible? We're trying to set up a directory within the site that is essentially another site. So if the end-user visits website.com/menu it loads the files based on what's in that directory rather than let the FUEL opt-in controller take over. Apparently using sub-directories isn't an option -- otherwise we'd just go that route.
