Duplicate default text editor config setting?

Hello there,
just out of curiosity why is the $config['text_editor'] setting replicated in 2 files, namely
/fuel/application/config/MY_fuel.php
/fuel/modules/fuel/config/fuel.php
?

Which one is really "the" one?

MY_fuel.php overwrites whatever is in the fuel.php which is the default. The text_editor setting is in the MY_fuel.php by default because it was seen as something more users may want to change.
