CRITICAL SECURITY VERSION UPDATE:

XAMPP 1.7.2a + .htaccess
It took a few minutes to work out the issues but appears that XAMPP version 1.7.2.a and the .htaccess file are no a no go.
Had to move/rename the .htaccess to something else then everything worked.
