Missing admin pages - keep getting 404 page loading

Categories, Tags and the Activity Log are no longer accessible to admin, clicking on any of these in the back-end loads the 404 page not found layout??

Apparently these are 'modules' even though they are native to Fuel, adding them to $config['modules_allowed'] allows them to work again.

Let's find out what else doesn't work.
