I am new to Fuel cms i would like to know how to start with it i installed fuelcms but it not like other available cms i am little bit confused that how to built theme etc

There are no "themes" for FUEL CMS. It's main aim is intended to help transition people from using just CodeIgniter to CodeIgniter with a CMS built on top of it so knowing CodeIgniter is pretty key. Here are a few areas of the documentation that I would look at if you haven't already:
