Weird blank screen

Clone my mainsite to be another microsite. However when accessing /fuel will shown a blank screen, but i am able to access /fuel/login to login to dashboard. It seems /fuel will not redirect to /fuel/login , anyone know the problem

    There should be a fuel/index.php file that should be redirecting to 'Location: start'. Are you seeing that?
