UTF-8 bug?

UTF-8 bug ...

It display correct (http://i.imgur.com/EZFIucV.png) but when you inline edit or editor it convert into
(http://i.imgur.com/McoPnVz.png) HTML safe ...

shouldn't it convert back to regular UTF-8 instead HTML safe?
