...what is the default user name and password of fuel_schema.sql.

    Do you mean for the CMS? If so the default install screen provides this information:
    admin
    admin

    With regards to setting up the database, you'll need to setup that like any other CodeIgniter project by installing the database and setting up the configuration in the fuel/application/config/database.php file
