  hi is their a way to add a parameter to create button while i have added a n action
  
  $this->data_table->add_action('Itinerarys', 'package_itinerarys/index/{id}');
  
  to list with only itinerary belongs to packages but while creating new itinerary
  
  loosing the value

  Unfortunately not from the list view or normal create/edit view. There is only that if you are using a select or multi select field that has an add/edit (inline_edit field type), and you uses the "add_params" field parameter which essentially passes query string parameters to the controller that get used as default values for the form:
