I really like this CMS and how you have constructed it.

Can I suggest the following additions to your instruction page?

change file permissions to writeable
777 or rwxrwxrwx


add the encryption key from
http://jeffreybarke.net/tools/codeigniter-encryption-key-generator/


htaccess - if in the folder it was zipped up in.
RewriteBase /FUEL-CMS-master/

Provide a couple samples of htaccess
